A seat nobody uses costs the same as one everybody does. Right-sizing is the least disruptive saving there is: no migration, no new tool, just a smaller number on the next bill. The work is finding the idle seats with evidence and knowing what your contract lets you do about them.

## Run your numbers

- [Unused seat cost](https://lopifi.com/md/tools/seat-waste): Paid seats against seats in use: what the idle ones cost a year, and what you save by right-sizing at renewal.

## Find the idle seats

Every admin console has some version of an activity view. These are the ones we read, with the steps as published on the checked date. Menu names move, so search the vendor's help center for the report by name.

- Google Workspace: in the Admin console, go to Users and read the Last sign in column. The help page says the data can lag from a couple of hours to 3 days, and that a user who has never signed in shows as “Hasn't signed in”.
- Microsoft 365: in the admin center, go to Reports, then Usage, choose Microsoft 365 apps, then the Active users tab. The per-user table shows a last active date for Exchange, OneDrive, SharePoint, Viva Engage and Teams, and you can export it. Usernames may be hidden by default in usage reports.
- Slack: on paid plans, Workspace Owners and Admins can open Workspace analytics and then Members for member-level metrics. Slack's pricing page says members who take an action within a 28-day period count as active for billing.

## Decide with evidence

Pick the window to match the work. Thirty days misses a quarterly process; ninety days or more catches it. Last sign-in is a clue, not proof: a person who only receives notifications may show little activity and still depend on the tool.

- Export the activity list and sort by last activity, oldest first.
- Split it into three groups: left the company, has not used it in the period you chose, and uses it rarely but needs it.
- Check the third group with the person's manager. A quarterly user may need a cheaper role, not removal.
- Write down the decision per seat. It is the record that stops the seat from quietly coming back.

## Downgrade before you remove

Many tools price by role. If a person only views, comments or approves, ask whether a cheaper or free role exists and whether the plan allows mixing roles. Check the vendor's published plan page and your order form, since not every plan allows it. Moving ten occasional users to a viewer role beats removing them and hearing about it on Monday.

## Per-seat or usage billing

Per-seat billing charges for people who could use the tool. Usage billing charges for what is used. Seats are easier to forecast and easier to waste; usage is closer to the work and harder to cap. Read how the vendor measures usage and whether there is a ceiling, and compare both on your actual numbers, not on the headline rate.

In the books both sit in the same place: a [vendor](https://lopifi.com/md/glossary/vendor) expense that recurs. A seat count that drifts up shows as a rising line in the [general ledger](https://lopifi.com/md/glossary/general-ledger) with no new invoice to explain it. Watch the line, not just the invoice.

## What your contract lets you do

Contracts differ, so read yours. Three terms decide how far you can go:

- Minimum commitment: is the seat count a floor for the term?
- True-down or reduction right: can you lower the count mid-term, or only at renewal?
- True-up: how are seats you add during the term billed, and when?

## What a removed seat can earn back

We can only point to what we read. Slack's pricing page says that when a paid member becomes inactive, a prorated credit is added to the account for the unused time. Microsoft's admin center lets you reduce the license quantity on a subscription and choose when the change takes effect; its help page does not say what happens to money already paid. For any other vendor, treat a refund or credit as unknown until the vendor confirms it in writing.

If you removed seats on an annual plan that was prepaid, the unused part sits in [prepaid expenses](https://lopifi.com/md/glossary/prepaid-expense) until it releases, so the saving shows at renewal. See [annual vs monthly billing](https://lopifi.com/md/savings/how-to/annual-vs-monthly-software-billing).

## Before you remove anyone

Then remove the seat in the console. In Microsoft 365 that is Users, Active users, the person's Licenses and Apps tab, clear the license, save. To lower the number you pay for, use Billing, Your products, and Remove licenses on the subscription.

- Transfer or export the person's files, shared items and owned automations.
- Check legal holds and retention rules. Microsoft's help says all holds must be removed before a license is removed.
- Note that Microsoft holds a removed user's data for 30 days and then deletes content other than SharePoint documents, so move what you need first.
- Tell the person, so a removal is not a surprise.

## Common questions

### How do I know a seat is really unused?

Start with the admin console's own activity or last sign-in view, then check with the person's manager before removing anything. A seat that looks idle may belong to someone who only logs in quarterly.

### Do I get money back when I remove a seat mid-term?

Not automatically. It depends on the contract and the plan. Some vendors credit unused time on lower-tier monthly plans, some only let you reduce at renewal, and some do neither. Read your order form and ask the vendor in writing before you assume a credit.

### What is a true-down?

A true-down is a contractual right to lower the seat count at a set point, often renewal. A true-up is the reverse: paying for seats added during the term. If your order form has neither clause, assume you pay for the committed count until the term ends.

### Will removing a seat delete someone's work?

Keep the data. Before removing a seat, check what happens to the person's files and messages. Microsoft, for example, says it holds a removed user's data for 30 days. Export or transfer first where the vendor allows.

### Is this worth doing before looking for a cheaper tool?

Yes, for most teams. Seats are often the largest controllable line, and a role change from full to a cheaper or free role costs a conversation, not a migration.
