Form 941, line by line
Northwind's Q3 2026 Form 941 from its register: $8,400 of wages, $2,335.20 of tax, nothing due.
Form 941 walks from wages to tax to deposits. Every line below is computed from Northwind's register, the same way the provider computes it.
Line 5 recomputes Social Security and Medicare on the quarter's total wages at the combined rates — 12.4% and 2.9%, both halves at once. The paychecks were taxed one at a time and rounded one at a time, so the two can disagree by a few cents. Line 7 carries that difference, and it's why the line exists. Northwind's third quarter shows 0: its paychecks rounded to the same cents the total does. Its fourth quarter won't. With the premium out of every paycheck, the paychecks' Social Security and Medicare no longer land on whole cents, each rounds on its own, and line 7 carries 0.07 — the paychecks withheld and matched $0.07 more than line 5 computes on $24,225 of wages.
Line 11 is where a qualified small business takes its research credit against payroll tax, from Form 8974 — see the R&D credit track. A mistake found after filing is corrected on Form 941-X for that quarter, not on the next quarter's 941.
